The Secretary of State makes these Regulations in exercise of the power conferred by section 14(1) of the Retained EU Law (Revocation and Reform) Act 2023 (“the Act”)(1).
The Secretary of State is a relevant national authority for the purposes of section 14(1) of the Act(2).
The requirements of paragraph 6(2) of Schedule 5 to the Act (relating to the appropriate Parliamentary procedure for these Regulations) have been satisfied.
Citation and commencement
1.—(1) These Regulations may be cited as the Energy (Euratom Decisions and Miscellaneous Provisions) (Amendment and Revocation) Regulations 2025.
(2) These Regulations come into force 21 days after the day on which they are made.
Extent
2.—(1) Subject to paragraph (2), these Regulations extend to England and Wales, Scotland and Northern Ireland.
(2) The revocation of an instrument or provision of an instrument by these regulations has the same extent as the instrument or provision to which the revocation relates.
Revocation of certain instruments
3. The instruments listed in the Schedule are revoked in their entirety.
Revocation of certain legacy transitional provisions
4.—(1) Regulations 41(2) and 42 of the Electricity Works (Environmental Impact Assessment) (England and Wales) Regulations 2017(3) are revoked.
(2) Regulation 1(3) of the Pipe-line Works (Environmental Impact Assessment) Regulations 2000(4) is revoked.

Explanatory Note
(This note is not part of the Regulations)
Regulation 3 of these Regulations revokes the 37 instruments listed in Schedule 1 to these Regulations, which have, in each case, become obsolete as they are no longer operable in the United Kingdom. In most cases, this follows the United Kingdom’s concurrent exits from the European Union and from Euratom. The instruments being revoked under regulation 3 are:
(a)36 EU decisions which related to the UK’s historic participation in Euratom; and
(b)one statutory instrument which made provision for the amendment of a since-revoked statutory instrument relating to the promotion of the use of energy from renewable sources.
Regulation 4 of these Regulations revokes certain legacy transitional provisions that partially saved the application of three additional statutory instruments: the Electricity and Pipe-line Works (Assessment of Environmental Effects) Regulations 1990 (S.I. 1990/442), the Electricity and Pipe-line Works (Assessment of Environmental Effects) (Amendment) Regulations 1996 (S.I. 1996/422) and the Electricity and Pipe-line Works (Assessment of Environmental Effects) (Amendment) Regulations 1997 (S.I. 1997/629).
Together, those three instruments made provision for the consideration of environmental statements prepared in relation to historic requests for consents in connection with certain electricity works under the Electricity Act 1989 and pipe-line works under the Pipe-lines Act 1962. As no such requests for consents remain, the benefit of these transitional provisions is no longer required; continued application of the statutory instruments has become redundant and inoperable.
All 40 instruments are secondary assimilated law within the meaning of section 21(1) of the Retained EU Law (Revocation and Reform) Act 2023 (c.28).
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.

The term “relevant national authority” is defined in section 21(1) of the Retained EU Law (Revocation and Reform) Act 2023.
