term the act The Secretary of State makes this Order in exercise of the powers conferred by paragraph 8(1) of Part 2 of Schedule 8 and paragraph 3(1) of Schedule 10 to the Traffic Management Act 2004(1) (“the Act”).
Cambridgeshire County Council and Surrey County Council have applied to the Secretary of State for an order to be made in exercise of those powers, in respect of parts of their respective areas.
The Secretary of State has consulted the chief officers of the Cambridgeshire Constabulary and Surrey Police, in accordance with the requirements of paragraph 8(3) of Part 2 of Schedule 8 and paragraph 3(4) of Schedule 10 to the Act.
Citation, commencement, extent and application
article 1 1.—(1) This Order may be cited as the Civil Enforcement of Parking Contraventions Designation (No. 2) (Amendment) and the Civil Enforcement of Parking Contraventions Designation (County of Cambridgeshire) (Huntingdonshire District) Order 2025 and comes into force on 29th July 2025.
(2) This Order extends to England and Wales, but applies only in England.
Interpretation
article 2 2. In this Order—
term grid reference “grid reference” means the Ordnance Survey National Grid reference point; and
term highway maintainable at public expense “highway maintainable at public expense” has the meaning given by section 329(1) of the Highways Act 1980(2).
Designation of civil enforcement area and special enforcement area for Cambridgeshire
article 3 3. The Secretary of State designates the part of the area of Cambridgeshire County Council specified in the Schedule as—
article 3 a (a)a civil enforcement area for parking contraventions; and
article 3 b (b)a special enforcement area.
Amendment of the Civil Enforcement of Parking Contraventions Designation (No. 2) Order 2020
article 4 4.—(1) The Civil Enforcement of Parking Contraventions Designation (No. 2) Order 2020(3) is amended as follows.
(2) Schedule 2 the part of the area of Surrey County Council designated as a civil enforcement area for parking contraventions and special enforcement area, in paragraph 2, omit sub-paragraphs 2 and 6

schedule paragraph 1 1. The whole of the area of the District of Huntingdonshire except—
schedule paragraph 1 a (a)the A14 including its associated slip roads from its boundary with South Cambridgeshire at grid reference TL32367 67288 to its boundary with Northamptonshire at grid reference TL03257 77017;
schedule paragraph 1 b (b)the A428 from the boundary of South Cambridgeshire at grid reference TL23911 60173 to its boundary with Bedfordshire at TL18870 58262;
schedule paragraph 1 c (c)the A1 and A1(M) including their associated slip roads from the boundary with Bedfordshire at grid reference TL16541 58275 to its boundary with Lincolnshire at grid reference TL07639 99373;
schedule paragraph 1 d (d)the roads within the site known as RAF Alconbury located at RAF Alconbury PE28 4DA that are not highways maintainable at public expense;
schedule paragraph 1 e (e)the roads within the site known as RAF Molesworth located at RAF Molesworth PE28 0QB that are not highways maintainable at public expense; and
schedule paragraph 1 f (f)the roads within the site known as RAF Wyton located at RAF Wyton PE28 2EA that are not highways maintainable at public expense.
Explanatory Note
(This note is not part of the Order)
This Order designates Huntingdonshire District being a part of the area of the Cambridgeshire County Council as a civil enforcement area for parking contraventions, and as a special enforcement area, for the purposes of Part 6 of the Traffic Management Act 2004 (c. 18).
This Order also amends the Civil Enforcement of Parking Contraventions Designation (No. 2) Order 2020 (S.I. 2020/946) to designate roads, which were previously excluded from the civil enforcement area for Surrey County Council, as being part of its civil enforcement area for parking contraventions and as a special enforcement area.
A full Impact Assessment has not been prepared for this instrument as no, or no significant impact, is foreseen on the private, public or voluntary sectors. An Explanatory Memorandum has been prepared for this Order and is available alongside this instrument on the UK Legislation website www.legislation.gov.uk.
2004 c. 18. The Secretary of State is the “appropriate national authority” as regards England for the purposes of Part 6 of, and Schedules 8 and 10 to, the Traffic Management Act 2004, by virtue of section 92(1) of that Act.
1980 c. 66. There are amendments to section 329(1) but none are relevant.
