Appeals against a final notice

schedule 2 paragraph 8 + 8.—(1) A person who receives a final notice may appeal against it.

(2) The grounds of appeal are—

schedule 2 paragraph 8 2 a + (a)that the decision was based on an error of fact;

schedule 2 paragraph 8 2 b + (b)that the decision was wrong in law;

schedule 2 paragraph 8 2 c + (c)that the decision was unreasonable;

schedule 2 paragraph 8 2 d + (d)that the decision was wrong for any other reason.
