SCHEDULE 4Information: foreign influence arrangements (section 69 of the Act)
schedule 4 paragraph 1 1. A description of the nature and form of the agreement or arrangement between the foreign power and P, under which P has been directed in the manner described in section 69(1) of the Act.
schedule 4 paragraph 2 2. The date on which the direction falling within section 69(1) of the Act was given to P.
schedule 4 paragraph 3 3. Where the political influence activities fall within section 70(2)(a) of the Act (communications with certain public officials)—
schedule 4 paragraph 3 a (a)either—
schedule 4 paragraph 3 a i (i)the name and role of the person to whom the communication is to be or was made, or
schedule 4 paragraph 3 a ii (ii)a description of the class of persons falling within each of paragraphs 1 to 27 of Schedule 14 to the Act to whom the communication is to be or was made and their roles,
schedule 4 paragraph 3 b (b)the nature and (where known) form of the communication,
schedule 4 paragraph 3 c (c)the purpose of the communication, and
schedule 4 paragraph 3 d (d)the outcome sought as a result of the communication.
schedule 4 paragraph 4 4. Where the political influence activities fall within section 70(2)(b) of the Act (public communications)—
schedule 4 paragraph 4 a (a)the nature and (where known) form of the communication,
schedule 4 paragraph 4 b (b)the intended audience of the communication (if known),
schedule 4 paragraph 4 c (c)the purpose of the communication (if known), and
schedule 4 paragraph 4 d (d)the outcome sought as a result of the communication (if known).
schedule 4 paragraph 5 5. Where the political influence activities fall within section 70(2)(c) of the Act (distributing money, goods or services to UK persons)—
schedule 4 paragraph 5 a (a)where applicable, the nature of the goods or services distributed or to be distributed,
schedule 4 paragraph 5 b (b)the actual or estimated value of the money, goods or services distributed or to be distributed,
schedule 4 paragraph 5 c (c)where a distribution has been or is to be made to an identifiable person—
schedule 4 paragraph 5 c i (i)the name of that person,
schedule 4 paragraph 5 c ii (ii)the role or capacity of the person to whom the distribution has been or is to be made (if known),
schedule 4 paragraph 5 d (d)where a distribution has been or is to be made to a group of persons and it is not practicable to provide the information referred to in sub-paragraph (c), a description of the group of persons (including their role or capacity, if known),
schedule 4 paragraph 5 e (e)the purpose of the distribution, and
schedule 4 paragraph 5 f (f)the outcome sought as a result of the distribution.
schedule 4 paragraph 6 6. Where P has been directed to arrange for political influence activities to be carried out—
schedule 4 paragraph 6 a (a)where it is practicable to provide the names of any persons who will carry out the relevant activities—
schedule 4 paragraph 6 a i (i)the name of each such person,
schedule 4 paragraph 6 a ii (ii)the role of each such person in relation to the relevant activities,
schedule 4 paragraph 6 a iii (iii)the relationship of each such person to P, and
schedule 4 paragraph 6 a iv (iv)the correspondence address, telephone number and email address of each such person (where practicable);
schedule 4 paragraph 6 b (b)where it is not practicable to provide the names under sub-paragraph (a), a description of the persons who will carry out the relevant activities, the roles of such persons in relation to the relevant activities and the relationship of such persons to P.
schedule 4 paragraph 7 7. In relation to the political influence activities—
schedule 4 paragraph 7 a (a)the date on which the political influence activities commenced or on which P anticipates they will commence;
schedule 4 paragraph 7 b (b)where political influence activities—
schedule 4 paragraph 7 b i (i)have continued or been repeated over more than one day, or
schedule 4 paragraph 7 b ii (ii)are to continue or be repeated over more than one day,
a statement of this;
schedule 4 paragraph 7 c (c)a statement, as the case may be—
schedule 4 paragraph 7 c i (i)of the date on which the political influence activities ended,
schedule 4 paragraph 7 c ii (ii)of the date on which P anticipates that the political influence activities will end, or
schedule 4 paragraph 7 c iii (iii)that P anticipates that the political influence activities will continue indefinitely.
