section 35 1 (1)A power to make regulations under any provision of this Act includes power to make—
section 35 1 a (a)consequential, supplementary, incidental, transitional or saving provision;
section 35 1 b (b)different provision for different purposes or areas.
section 35 2 (2)Regulations under this Act are to be made by statutory instrument.
section 35 3 (3)A statutory instrument containing any of the following (whether alone or with other provision) may not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament—
section 35 3 a (a)regulations under section 18(8) or 19(6) which increase or decrease the maximum amount of a penalty by more than is necessary to reflect changes in the value of money;
section 35 3 b (b)regulations under section 32.
section 35 4 (4)Any other statutory instrument containing regulations under this Act is subject to annulment in pursuance of a resolution of either House of Parliament.
section 35 5 (5)This section does not apply to regulations under section 37.

section 37 1 (1)This Part comes into force on the day on which this Act is passed.
section 37 2 (2)Parts 1 and 2 come into force—
section 37 2 a (a)for the purposes of making regulations, on the day on which this Act is passed;
section 37 2 b (b)for remaining purposes, on such day as the Secretary of State may by regulations appoint; and different days may be appointed for different purposes or areas.
section 37 3 (3)The Secretary of State may by regulations make transitional or saving provision in connection with the coming into force of any provision of this Act.
section 37 4 (4)The power to make regulations under subsection (3) includes power to make different provision for different purposes or areas.
section 37 5 (5)Regulations under this section are to be made by statutory instrument.
