Effect of a franchising scheme on an application for registration, variation or cancellation

regulation 3 + 3.  Where an application for registration, or the variation or cancellation of a registration, is received by the traffic commissioner during the transitional period in relation to a service that—

regulation 3 a + (a)is included in a franchising framework, and

regulation 3 b + (b)is not an exempt service,

the traffic commissioner must not accept that application on or after the date on which the franchising framework has come into operation in respect of that service in accordance with section 13K(5) of the 2001 Act.
