RETAINED EU LAW REFORMThese Regulations revoke and replace regulation 7(11) and (12) of the Motor Vehicles (Driving Licences) Regulations 1999 (S.I. 1999/2864) (“the 1999 Regulations”) which relates to the competence to drive classes of vehicle in special cases. Regulation 7(11) and (12) of the 1999 Regulations is secondary assimilated law within the meaning of section 12(2) of the Retained EU Law (Revocation and Reform) Act 2023 (c. 28).

The School Information (England) (Amendment) Regulations 2025

EDUCATION, ENGLANDThese Regulations amend the School Information (England) Regulations 2008 (S.I. 2008/3093) to require maintained schools to publish a link to the school’s page on the Financial Benchmarking and Insights Tool website which is maintained by the Department for Education. This amendment is made because the Schools Financial Benchmarking website is replaced with the Financial Benchmarking and Insights Tool.
The Apprenticeships (Miscellaneous Provisions) (England) (Amendment) Regulations 2025

EMPLOYMENT AND TRAINING, ENGLANDThese Regulations amend the Apprenticeships (Miscellaneous Provisions) Regulations 2017 (S.I 2017/1310). Regulation 2 of these Regulations amends regulation 5 to change the minimum duration of the practical period of an approved English apprenticeship agreement from 12 months to 8 months and regulation 6 to change the minimum duration of the period during which the person is expected to work and receive training under alternative English apprenticeship arrangements, from 12 months to 8 months.

TOWN AND COUNTRY PLANNING, ENGLANDSections 293B and 293C of the Town and Country Planning Act 1990 (c. 8) (as inserted by section 109 of the Levelling-up and Regeneration Act 2023 (c. 55)) provide a route for applications for planning permission for Crown development in England where the development is considered to be of national importance, and where it is also necessary that the development be carried out as a matter of urgency.

HARBOURS, DOCKS, PIERS AND FERRIESThis Order empowers the Cattewater Harbour Commissioners (“the Commissioners”) as harbour authority for Cattewater Harbour (Port of Plymouth) to extend the limits of the harbour to include the harbour premises (article 3). The illustrative plans (defined in article 3) showing the harbour limits and harbour premises may be inspected during office hours at the harbour office at 2, The Barbican, Plymouth, Devon PL1 2LR and on the harbour website (www.plymouthport.org.uk/).

The Manston Airport Development Consent (Amendment) Order 2025

INFRASTRUCTURE PLANNINGThis Order amends the Manston Airport Development Consent Order 2022, a development consent order under the Planning Act 2008 (“the Act”). This Order follows an application under paragraph 2 of Schedule 6 to the Act for a non-material change to amend the time limit for exercising the authority to acquire land compulsorily and to gain temporary possession from one to five years.
