regulation 12 + 12.—(1) The Department must establish procedures for reviewing a person’s entitlement to a welfare supplementary payment.

(2) The procedures established under paragraph (1) must—

regulation 12 2 a + (a)provide for a review to be carried out on the application of any person; and

regulation 12 2 b + (b)provide for the manner of making an application and the period within which it must be made.

(3) The procedures may, in particular, provide for—

regulation 12 3 a + (a)the consideration of the applicant’s entitlement to a welfare supplementary payment by up to three persons nominated by the Department;

regulation 12 3 b + (b)the preparation of a report by the persons so nominated setting out their conclusions in relation to the applicant’s entitlement to a welfare supplementary payment and their recommendation as to the manner in which the matter should be finally determined.
